Tom Oakden

Managing Director

Tom Oakden is a Managing Director of OC Expert Services. Tom is a specialist practitioner in the resolution of major engineering and construction disputes projects and is an expert in the assessment of quantum and time entitlements.

Initially trained as a chartered quantity surveyor in private practice some 30 years ago, he has, for the past 20 years, managed or otherwise had an active role in hundreds of mediations, adjudications, court actions and arbitrations on behalf of contracting and employer organisations, within the UK and internationally. This has involved the management and preparation of numerous claim documents, rebuttal documents, forensic delay and quantum analysis reports, referral documents and mediation case statements. 

Tom is regularly engaged by leading law firms to provide expert services in the formal resolution of engineering and construction disputes. The range of contract and project types he has been involved in is varied. For example, Tom recently addressed a tribunal on delay and disruption arising during the construction of an onshore gas terminal valued at approximately £1.2 billion. He was also recently appointed to assess the losses caused by negligence in the design of a processing facility at a mineral mine.  The claim was presented in mediation and was successfully settled.

In addition to dispute related work, Tom regularly conducts seminars on construction contracts, commercial management, payment legislation and related topics. He is well versed in presenting to company directors, lawyers and construction professionals alike. 

Tom also provides procurement, commercial management, contract advisory and strategic services. He possesses a detailed understanding of risk and the procurement and contractual techniques for optimum risk transference. His ability to quickly and accurately appraise the commercial position on projects and to recommend the appropriate course of action has, for example, been utilised by investment companies examining opportunities to take over and execute company turn-arounds.

His professional experience is supplemented by an honours degree in Quantity Surveying and an MSc (Hons) degree in Construction Law and Arbitration, which he obtained from King’s College, London. He is also a graduate of the FIDIC Intensive course conducted by the Dispute Board Federation. Tom also holds an Advanced Professional Award in Expert Witness Evidence, which is the only Masters level qualification for expert witnesses in the UK and internationally.
